The special session of the Northern Provincial Council on the draft proposal of the NPC to be submitted to the Central government is being carried out by the Council chaired by C.V.K. Sivagnanam, the Chairperson of the Council. This is the 50th session of the Council since the NPC was re-established. The ongoing debate was scheduled to be held in the previous session, but it was postponed as the draft was not completed. The National Government established by President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe has been engaged in the formation of a new constitution. Accordingly, the Central Government requested the provincial councils to submit their proposals to be considered in the process of the constitution. NPC Chief Minister C.V. Wigneswaran stated that the draft proposal was not made by one person but it was made by a committee, which represents the thoughts of the Tamil people.
