Draft proposal for the solution prepared by the Northern Provincial Council was handed over to the journalists at the NPC building located at Kaithady.
Following were further stated by him while commenting to the Medias following this event;
Tamil people belonging to a distinct nation. They have the right to self-determination. They had been living with sovereignty. Therefore, they demand federalism to live with self-determination. They demand federalism within this country.
Demand for federalism was firstly proposed by the Sinhalese leaders. When the federal system was being thought to be implemented, the Kandian Sinhalese leaders proposed three federal regions such as the North and East, Central region and Coastal region. If this idea had been accepted, the solution to the ethnic problem would have been reached by the year 1930.
Subsequently, the Father Chelvanayaham officially put forward the demand for federalism in 1949 after forming the ITAK.
Our homeland cannot be separated. We do not demand anything which is not prevalent in the world. Therefore, the federal solution should be reached without condemning the legitimate statements of the opposition leader and the Chief Minister of Northern Province in a racist manner.

Now the golden opportunity has come once again during the time of C.V.Wigneshwaran. if the solution to the ethnic issue is not reached at least now, dangerous consequences may be occurred.
Armed struggle is still silenced. If the repression continues further, then the consequences in future may be foreseeable from the past history.
Are the Sinhala members of the Northern Provincial Council afraid of the Sinhala chauvinism?
Without finding the fact, national reconciliation would not be happened.
Facts should be found through conducting the investigations on the war crimes to make the national reconciliation possible.
It is thought that the Sinhalese members of the NPC are afraid of the Sinhala chauvinism.
Because these two Sinhalese members of the NPC refused to accept the federal solution proposed by the NPC.
