Cooray emerges as broker of civil contracts to occupying Sinhala military in North

Genocidal Sri Lanka's colonial governor to North, Reginald Cooray, is planning to allocate projects to occupying Sinhala military through the recently elected civic bodies in the North. The move comes after hundreds of Sinhala soldiers were engaged on Dengue prevention programme under the so-called National Dengue Prevention Campaign along with medical officers and Public Health Inspectors. Mr Cooray has also influenced the Catholic Establishment in Jaffna to hire SL military for construction work, Tamil officials at the District Secretariat in Jaffna told TamilNet this week. 

Dubbed as inspecting the houses, temples, churches, private and public offices, the occupying Sinhala soldiers were engaged in the fieldwork according to a military programme, which has been conceived by the SL military commander Lt Gen Mahesh Senanayake and SLA Jaffna Commander Major General Darshana Hettiarrachchi, the sources further said. 

Now, the SL military has sought the help of Mr Cooray to convince the recently elected Jaffna Mayor of E. Arnold (Sumanthiran faction of the TNA) to outsource the waste disposal contracts to the occupying military. 

Through outsourcing the civil work through the direct administrative systems coming under the unitary state mechanism of Colombo, the Establishments working with Colombo, are trying to justify the continued militarisation of the Tamil homeland in the North-East. 

The SL military, which is competing with the Tamil farmers and fishers through engaging in farming and fishing in the occupied country of Eezham Tamils, is also being paid by the SL Ministry of Resettlement for relocating its military bases in Mullaiththeevu and in Mayiliddi. 

Foreign aid intended for resettlement of Tamils is being channelled to the occupying military by the SL Ministry of Resettlement. 

The military is able to construct houses and churches at half the expense of outside contractors, Mr Cooray has gone on record earlier.
