Tamils across Palk Strait should initiate maritime policy for non-state actors in Indian Ocean

The USA, approaching the island through its regional brother India, talks about “rules-based international order” while China's propaganda projects its Belt and Road Initiative (BRI) as a “symphony performed by all relevant countries.” Genocide-affected Eezham Tamils and Tamils in Tamil Nadu facing various oppressions should convey to both the USA and China in clear terms which ‘rules’ they have to respect concerning the Tamil people and how to keep their ‘repertoire’ respecting the civilisational people not having a state of their own in the region, commented Tamil political observers in Jaffna. Observing the ‘naval diplomacy’ of genocidal Sri Lanka hanging in a dangerous balance with all the three geopolitical actors, they urged Tamils to grasp the big picture. 

The rulers of the occupying Sinhala State are now clashing with each other while getting locked to debt-trap and maritime naval-traps of the powers, just as their forefathers did in the 16th century by inviting foreign colonial invaders into their feudal fights and finally losing their sovereign kingdoms to three successive European colonial powers, the political observers further said. 

The contemporary Sinhala rulers, regardless of their political alliances, have been dealing with all the three maritime naval powers, the USA, India and China, in the Indian Ocean. 

The successive rulers in Colombo have been consolidating and continuously building upon what their predecessors had achieved. 

Embroiled in a Sinhala-centric paradigm, they are locked into the thinking that by keeping the geopolitical actors in a delicate balance, they could sustain the political space needed to complete the annihilation of Eezham Tamils as a nation in the island. 

If that is their great strength, Tamils should conceive their strategy interpreting it as the biggest weakness of the SL rulers, political observers in Jaffna said. 

Tamils, as a people sharing their civilisational right with other stateless people in the Indian Ocean, should start defining rules for maritime engagement for state actors in the region as well as for the foreign powers. 

The aggravating USA-China rivalry in the Indo-Pacific has now escalated into the domain of hard power geopolitics, and the rulers in the South find themselves increasingly locked into a modern feudal row this November. 

On the contrary, Eezham Tamils, despite facing genocidal annihilation in 2009 and being subjected to a protracted structural and heritage genocide, should be proud of the valour of tens of thousands of Tamil fighters. They stood for the independence and sovereignty refusing to get into the hands of any global or regional power, commented Tamil grassroots activists, who are engaged in preparation for Tamil Remembrance Day on 27 November. 

Eezham Tamils in the island and Tamils in Tamil Nadu should realise and join hands to define their foreign policy. Tamils should start with defining rules of engagement for all native and foreign State actors operating in their territorial seas in the Bay of Bengal, the Palk Strait and the Gulf of Mannar.

The armed Tamil movement courageously stood for Tamil sovereignty even when all the three powers stood with the genocidal SL State in 2009. 

Eezham Tamils marking Tamil Heroes Day in November, despite 2009 genocidal annihilation of their military power with its maritime force of Sea Tigers, should be proud of the valour of their heroes and chart the future course.
